Most adventurers find Jelling quite civil, all the towns have some sort of bureaucracy. There are schools, courts, health clinics, jails, sanitariums and dungeons all built by the state. Government officers live in every village and thorp mainly for tax and immigration purposes. Laws are made and upheld by local government officials who are either “noble born” into their position or are merchants, who bought their way in with their great wealth. On occasion a freeman rises to power with the popular support of the people of Jelling they too take part in governing.
Adventurers and Weapons and Armor
Adventurers tend to get mired in the bureaucracy of the state; you can not just walk about the country armed. The law dictates that saps, daggers, clubs, longbows and staffs are allowed without sponsorship of a local lord or merchant guild, all other weapons require a writ of sponsorship. Any armor worn must also have similar sponsorship. Taxes are levied against the sponsor if and armed person gets out of hand while in country. In most cases those skilled in networking with nobles and merchant leaders tend to make a good living and tend to get around all those silly laws.
Adventurers and Jobs
Though the lands are civil, caravans still need protecting from highwaymen and on occasion, rival merchant companies, while moving trade throughout the country. The three moons keep folk busy chasing this lycanthrope or that. Outside the common rouge and a werewolf here and there the monster pickings can be pretty slim compared to most fantasy settings. Rangers and scouts of the Jelling army work hard to keep the lowlands and moors clear of such dangers. True adventure begins when you cross the boarder into the mountains ruled by the dwarves or step into the Galleywein Forest or start digging up old ruins from the Brunari period.
