Random Street level Encounters for City of Alidor

I added links for the City of Alidor. Again in most cases players will not trigger random encounters in the city unless they wander into the more seedy parts where even the city guard will not go unless they have backup from the Initiates of Magnussian. If you role up a monster that is epic level and the party is not then give the players an opportunity to escape or view the beast from a distance. Reporting a monster to the city watch can earn the party experience in role playing awards up to 10% the beasts EP award.
