Ruled by the Dragon Magnussian Grey Scales
Alidor consists of 8 districts ruled over by Magnussian Grey Scales. A dragon so old she no longer has any color left in her scales. The Dragon maintains 650 Initiates of Magnussian (level 25) to keep the piece and to extend Magnussian’s will out to the masses. These Initiates are the law, and have standing orders to act in the best interest for the city. When not guarding the palace of the dragon, making judgments in court or monitoring meetings of the city aldermen, the initiates can be found in groups of three moving through the city looking for rift raft. The common guards are 10th level Fighters that patrol the city in groups of five.
From above looking down, the city of Alidor looks like an eight-pointed star. The city is held a mile high in the air by eight squatting stone statues. No one knows who built Alidor. The Dragon took over the City 1000-years ago. The city is dead center in the middle of the Valley of the Gods. The City also lies on the equator of the world. With the exception of wandering tortoise cities, Melbrindar Keep is the next closest settlement some 1,000 miles away to the East.

Districts
Most districts have their own bodies authority called aldermen. Laws in the city vary from very strict to utterly lawless. The aldermen and Initiates work together to bring law and order to the city.
Utilities & Conveniences
Alidor has electricity, gas, hot & cold running water and sewer systems. It also has a river, a train, two subways, 25 gladiatorial coliseums, 300 dirigible docks. With all these modern conveniences, Alidor still relies heavily on slave labor.
Schools and Colleges
Only the wealthy nobles are trained to read write in formal schools and colleges. Freemen and Coptin’s slaves may hire tutors but are not allowed to attend formal schools.
Slavery
Coptin’s Slaves “Red vests” are educated and well-mannered professionals, most don’t consider their predicament as a bad thing. They are the white collar and blue-collar workers of Alidor. When they get too old to work the Coptin’s retirement commission ensures retirees have housing, food and medicine as long as they live.
Utram Slaves are split into two groups: laborers and gladiators. Neither group has as good a deal as the Coptin’s slaves. Utram slaves live miserable short lives, either in the labor pits or in the arenas of Alidor. Gladiators that show exceptional skill live the life of celebrity and have the opportunity to buy back their freedom. Most Utram slaves are products of war; invading armies sell off their prisoners to the Utram Slave Federation.
Trade
The city requires much more materials than it could ever produce. It relies heavily on trade with gnomes. The city is full of portals to other planes and to other settlements in the world. These portals are taxed by the city. There is no safe land route to the city. Travel to the city is done either by air or by magic portal.

They say all magic portals lead to Alidor; most gnome boats travel to there and there are even a couple roads to the great city, though only a fool would dare walk them. What makes people travel to the worlds greatest city? It is not the colossal greatness of its architecture, nor is it the reputation of the gladiatorial arenas that bring people to Alidor. People are drawn here because of the small stationary celestial body that hovers directly over the city, called Findal.
Champion of Findal
Once in a great while a pilgrim makes it across the Valley of the Gods and climbs the statues that hold up the city and makes her way to the Great Coliseum where she is given a hero’s welcome and given the title Champion of Findal. The Champion of Findal then oversees the gladiatorial matches for a week. At the end of the week, the she is asked to choose a profession and is given permanent residence without having to pay residency tax.
